Attorney General’s Office (AGO) Holds Fifth National Prosecutors Conference

On November 11, 2017,  the “Towards Improving  Rule of Law and Ensuring Justice in Afghanistan” conference started with the presence of Dr. Abdullah Abdullah, Chief Executive of National Unity Government (NUG),  Saranpoh Mohammad Farid Hamidi, Attorney General of Afghanistan, Head of Ulema Council, Mawlawi Qiamuddin Kashaf, Qazawatpoh Mohammad Zaman Sangari, Acting head of the Supreme Court, , Sayed Sadat Mansor Naderi Minister of Urban Development and Housing, , Sayed Mohammad Hasan Sharifi Balkhabi, Director of Justice and Judicial Commission of Parliament, Deputy Attorney Generals, Appellate Prosecution Directors, Districts Primary Prosecutors, AGO central employees, and a number of judicial and security officials of the country.

The Chief Executive of NUG, Dr. Abdullah Abdullah considered the conference a good opportunity for exchanging experiences for Prosecutors and added that their activities form the base of stability and a sound society in the country.

Dr. Abdullah said, “The system should pave the way for justice and rule of law.” he added, “A system where people ignore laws is not our desired system.”

According to the Chief Executive of the NUG, “Justice will be provided only when a criminal feel feared and people live their lives in peace.”

Mr. Abdullah Abdullah thanked the AG for the positive changes in the AGO, adding that despite these all, we have a long way ahead. He further emphasized that corruption must neither have place nor be tolerated inside the system. He also added, “Role of scholars is effective and determinative in enforcing law and changing mindset of the people.”

Meantime, the Attorney General of Afghanistan, Saranpoh Mohammad Farid Hamidi considered expanding prosecutors’ role in the country a main objective of this conference.

He emphasized that, “This conference is held to improve rule of law and justice in the most remote parts of the country. Our Tashkeels in the provinces and districts should be in proportional to the population.” He added, “According to the Attorney General’s Office of the Country, suggestions and opinions presented in this conference will help the government to provide better justice.”

On the other hand, Head of Afghanistan Ulema Council, Mawlawi Qiamuddin Kashaf praised the reforms brought in the AGO and said, “without these kind of reforms it is difficult to build Afghanistan.” According to Mr. Kashaf, “An Islamic Society can be reformed with two things, one is morality and the other is law.”

Minister of Urban Development and Housing, Sayed Saadat Mansor Naderi, another speaker of this conference considered the role of justice very important and added, “without justice, security will not be ensured.”

According to Mr. Naderi, “Ministry of Urban Development and Housing, planned and designed buildings based on the requirements of the AGO in different parts of this of it.

Director of Justice and Judicial Commission of the Parliament, Sayed Mohammad Hasan Sharifi Balkhabi also considered holding such conferences effective in providing justice and rule of law. He also considered listening to problems and challenges of remote area prosecutors of the country a big success of this conference.

Mr. Balkhabi said, “Prosecutors should be symbols of morality in the society and have flexibility and fair behavior.”

Director of Afghan Independent Prosecutors Association, Hayatullah Hayat emphasized on increasing people awareness, to decrease crime levels.

According to Mr. Hayat, “Crime level cannot be dropped only by arresting the criminals, but it is must to increase level of public awareness.”

Director of Afghan Independent Bar Association, Rohullah Qarizada also emphasized on role of Defense Attorneys in implementing law, decision making and finding facts.

Mr. Qarizada said, “The environment should be provided in such a way where the accused can select a defense attorney and be present in the court with peace of mind.”

Security Commander of Chakhansor District of Nimroz Province, Khwaja Nisar Ahmad Sediqi talked about cooperation between security forces and prosecutors in the Nimroz province and its districts. He added, “We have close cooperation with prosecutors in chasing and arresting suspects.”

Mr. Sediqi mentioned, “as the servant of people, Police strictly fights against any kind of offenses.”

The conference will continue for another day to discuss challenges which prosecutors are facing in the center, provinces, and districts and find solutions for those challenges.
