Attorney General: “We must seek Virtue in the justice”
Attorney General (AG), Saranpooh Mohammad Farid Hamidi raised this issue in the Fifth Legal and Political Dialogue entitled (Administrative Justice in Afghanistan Legal Sector) at the Afghanistan Legal and Political Studies Organization (ALPSO), in Kart-e-parwan Kabul.
The event was held by the presence of AG, Saranpooh Mohammad Farid Hamidi, ALPSO General Director, Mr. Massoud Trushtwal, prominent legists of the country, university professors, director of Afghanistan Independent Bar Association (AIBA), Deputy Chief of Afghanistan Legists Association and some young men and women, on February 3, 2018.
The Attorney General of the country said that the establishment of ALPSO would be a good step towards a methodological studies in the legal field, adding that findings of research by the researchers of this organization would be used.
Mr. Hamidi described freedom as the most important value after life and added: “We cannot talk on our duties in front of people, unless we realize their freedom and rights”.
The AG also added that organizational culture needs to change, way of the deal with the client should be corrected. Mr. Hamidi said: "I talk to the visitors face to face in a continuous and weekly fashion, I listen to their problems so that we struggle in a timely manner in order to solve the problems of the people."
According to him, the ruling culture should not be punishment and suspicion, but by defending the rights and freedoms of citizens, we should establish the attitude of the AGO staff in order to break the gap between AGO and visitors.
Mr. Hamidi emphasized: "I will change the AGO into justice-based institution." The AG also pointed out on the structural changes in AGO and said that the organizational structure should be based on need and the capacity of staff should improve in accordance with the capacity of the office and deserving to serve the people must come out.
On the other hand, ALPSO general director Mr. Massoud Trushtwal talked about the importance of the administrative justice. He defined rule of law as the bases of administrative justice.
Mr. Trushtwal added that until we do not have an administrative justice in the society, talking about the existence of a complete and accountable political system would be inappropriate. He believes that preventing the autocracy of the government official, reducing the types of corruption in government offices and preventing autocracy would be a favored consequence of administrative justice in a country.
Mr. Trushtwal described and praised the effective and efficient performance of the AGO, under Mr. Hamidi leadership and his young colleagues and also he described it as bringing administrative justice at all levels.
He promised that the ALPSO, particularly the Analysis and Description of Law circulation of this organization, will collaborate with AGO in a comprehensive manner within the framework of the country's effective laws.
However, in recent years, during Mr. Hamidi’s Leadership, fundamental structural, organizational, and recruitment reforms at various levels of the center and provinces have been done.
Practical steps have also been undertaken to identify potential capabilities, prevent external influences in the recruitment process, gender observation, capacity building and professional training, a serious fight against all kinds of corruption, and building trust between citizens AGO.
At the end of the program, ALPSO praised the good work of Mohammad Farid Hamidi, AG of the Islamic Republic of Afghanistan.
