A Former MOI General Sentenced to 12 Years Imprisonment

Appellate Court of the Center for Combating Serious Corruption Crimes sentenced Abdul Wasi Rawofi, a former General of Ministry of Interior (MoI), to 12 years imprisonment for the charge of receiving USD 150 thousand as a bribe.  This trial was held at the Justice and Judicial Center on Sunday February 19, 2017.

Mr. Rawofi was sentenced to 6 years custodial imprisonment effective as of detention date according to Article 255 of the Penal Code. While the primary court had sentenced, Rawofi to 8 years imprisonment and a cash fine of equivalent to the bribed amount for the same charge.

The court further sentenced the accused to 1 year imprisonment for the charge of smuggling a Land Cruiser model car according to Article 192 of the Customs Law, and issued confiscation order of the car. For the charge of misinformation, the court sentenced the accused to a cash fine of AFN 12, 000 in line with Article 377 of the Penal Code.

For the charge of forging records of the car and its utilization, the court sentenced the accused to 1 year and 6 months of imprisonment.  Regarding misuse of official authority, the court sentenced the accused to 3 years imprisonment according to Article 42 of the Military Criminal Law. Since all the respective crimes were committed for a single purpose, the court sentenced the accused to 5 years imprisonment in accordance with Article 156 of the Penal Code.

Meanwhile, the court considered MOI officials including Deputy Minister for Supplies, Director of Procurement, Director of Tashkil, Deputy Director of Logistics, and the MOI General Directorate of Procurement Office Manager to be under judicial investigation for the charge of misusing official authority and granting the “Sixth Lot” contract.
