این مراسم در تعمیر لوی څارنوالی واقع دارالامان، با حضور معاون لوی څارنوال در امور مالی و اداری، رؤسا و دیگر کارمندان این اداره راه اندازی گردید.
در این مراسم به روح شهدای قول اردوی 209 شاهین ولایت بلخ که در اثر حمله شورشیان مسلح، بر این قول اردو، جام شهادت نوشیدن اتحاف دعا کردند. اشتراک کنندگان این مراسم، از بارگاه ایزد متعال برای شهدا بهشت برین و برای باز ماندگا شان صبر جمیل استدعا کردند.
