Saranpoh Mohammad Farid Hamidi Chaired the AGO High Council Meeting
On Sunday, April 7, 2017, Saranpooh Mohammad Farid Hamidi, Attorney General (AG) of the Islamic Republic of Afghanistan, conducted an AGO High Council meeting with the presence of deputies and all members.
The High Council meeting began with AG Hamidi providing detailed information about his trip to Geneva and reporting Afghanistan’s activities on prohibition of torture to the International Convention of Prohibition of Torture, and international organizations.
AG Hamidi stated, “A clear procedure should be developed regarding evaluation of detention centers.” Establishing the Prohibition of Torture Committee was another issue that the Attorney General emphasized. According to the AG, this committee should develop a clear procedure so justice and judicial employees will not face any problems during the investigation process, and can perform their duties in a proper manner.
High Council members discussed the scrutiny order of Directorate of Research and Studies regarding insertion of the word “Attorney General” in the AGO logo and forms; to include Pashtu and Dari documents. The Council decided that according to the Law on Tashkil and Authorities of Prosecution Offices, the provision of laws shall be observed in all aspects of such documents.
Council members discussed the recommendation of Directorate of Policy and Planning regarding extension of Prosecution Strategy for another six month. The High Council agreed to use the same strategy for the next six months and to consider the current resources, capacities, and opportunities in the new strategy; as well as a clear stance for women and children to ensure they have access to justice.
The meeting concluded with the council discussing a request for instruction number 36 of Paktia Appellate Directorate. The Paktia request is for instruction on sexual abuse which is under investigation of the Special Prosecution Office for Violence against Women and Children. The members decided to refer the case for appropriate legal review and to present the case at the next session for a final decision.
