AGO and DABS Signed MoU for Cooperation

This Memorandum of Understanding (MoU) based on the Articles 14, 701 and 710 of the Penalty Code, was signed by Noor Habib Jalal, the Deputy of Attorney General in Investigation Affairs and Eng. Amanullah Ghalib, Diector of the DABS, on Tuesday, 21 May 2019, at the Government's Media and Information Center (GMIC).
The purpose of signing this MoU is to prosecute those who illegally use electricity or damage their installations.
Based on this MoU, the Attorney General's Office of the Government of the Islamic Republic of Afghanistan will consider the above cases seriously and will share its findings with the DABS and the Afghan people.
“All those agencies and institutions who are working toward serving the people of Afghanistan, must provide necessary facilities for creating a prosperous life to the citizen of the country in light of the Afghan Laws and Afghanistan National Strategy.” Said, Saranpoh Noor Habib Jalal.
Jalal emphasized that those who are disturbing the service, harassing public servants, harming or steeling the public interest, will be prosecuted in accordance with the pervasive laws of the country.
According to Mr. Jalal, based on the MoU signed between the AGO and DABS, those who steal electricity, damage their facilities or are harming the working procedure of the DABS, will be prosecuted according to Articles 14, 701 and 710 of the Penalty Code.
The Deputy Attorney General in Investigation Affairs emphasized that the DABS officials are required to identify and document those who are illegally using electricity or are damaging to its installation and refereed their case to the AGO.
At the same time, Eng. Amanullah Ghalib, the Director of DABS said that close cooperation of AGO with DABS will enables the company to electricity revenues as best as possible and by better collecting revenue we will be able to develop a power grid throughout Afghanistan.
Mr. Ghalib added that, according to this MoU, a list of all those who used or stolen electric power in a non-legal way would be sent to the AGO for prosecution.
He argued that a specific committee would be established to investigate the cases of energy borrowers, and that the committee will examine cases from across the country. According to him, after reviewing the cases by the committee, they are scheduled to pay the deadline to pay the electric power; if they did not pay the electricity money within the deadline, their case would be sent to the Attorney General's Office.
